For convenience of reference the Table of Contents,

Ordinance and Schedules are "tagged" separately.

They have not been bound, so that sheets may be

withdrawn as revised.

The draft is based primarily on the Local Government

Act, 1933, with occasional reference to the Cape Coast Town

Council Ordinance, 1944, but in that Part (XIV) relating to

Election Petitions the main provisions have been drawn from

the Municipal Corportions Act, 1882, and the Municipal

Elections (Corrupt and Illegal Practices) Act, 1884. The

Transitory Provisions in Part XV are mainly based on the

Local Government Act, 1888.

Where possible the draft adheres to the wording of the

Acts but wide variations have had to be made to suit local

conditions.

The question of the Franchise and the Registration of

Electors is dealt with in a separate draft Ordinance. Corrupt

and Illegal Practices in connection with Elections will be a

Third Ordinance.

Pending decisions as to policy in relation to the transfer

and secondment of officers in the Government service the

provisions in relation to such officers (in Part XV) are left

only in outline. It might be desirable to empower the Governor

in Council to make regulations and issue orders and directions.

This would give a far greater latitude for treatment of the

subject than can be achieved by the Ordinance.

Financial arrangements concerning pay, deductions towards

Widows' and Orphans' Pensions and suchlike matters in relation to

officers transferred or ✔ sonded would presumably be a matter for

negotiation between the

eat end tha Council.
